Photographed head-on with no dark lenses and nothing that prevents identification. Babies must be photographed alone - the hands of whoever is holding them must not appear.

Where the published rules run out

Spain has two official sources that disagree. The law says 32 x 26 mm. A consular instruction sheet says 30-40 mm wide with the head outline filling half the photo, which is where the head height used here comes from. The widely-repeated "Spain = 35 x 45 mm" appears in neither. The legal figure is used here; confirm with the office you are applying to.
