GOV.UK says: "Do not crop your photo - it will be done for you." Upload the full frame, at least 600 × 750 px and between 50 KB and 10 MB. The tool has a separate download for it.

You type a code into the application instead of uploading anything. No website can give you one — including this one — so if that is the route you want, it is a trip out.

The background is not white

HM Passport Office asks for a plain cream or light grey background, and for no shadows on your face or behind you. Pages that tell you to use white are repeating an assumption; the requirement is on GOV.UK.
