Where the published rules run out
India moved to the 35 x 45 mm ICAO format and the older 51 x 51 mm square is no longer used for passports - but OCI card applications are the exception and still take the 2 x 2 inch square. The figures here come from secondary reporting of the Passport Seva rules rather than a page we could read directly.
