The two things that catch US applicants out

Editing

Do not let software change the photo

The State Department tells applicants not to change a photo using computer software, phone applications or filters, or artificial intelligence, and says it checks photos for AI use. Cropping and resizing to 2 × 2 inches are required and are not what that rule is about. Replacing the background is.

Expression

You may smile — with your mouth closed

The United States is the only authority on this site that allows it. Glasses are a different matter: they have not been accepted since 2016, and a medical exception needs a signed doctor's note. Uniforms and camouflage are out.

The government's own tool does one step of this

The State Department publishes a photo tool that crops a single 2 × 2. It does not lay copies out on a sheet, which is the step that makes a home-printed photo cheap — six of them fit one ordinary 4 × 6 print.

The same thing, on your phone

Passport Photo: Photo Maker ID does this on iOS with the phone's own camera and an on-device background tool. It is free to download and the first export is free; after that it asks for Pro. This website has no limit.
