The tool is still useful for a German application as a way to check a photographer's photo before you accept it.
This tool cannot make the photo you hand in for Germany

It is still useful: crop to the exact format and run the checks to see whether a studio's photo actually meets the rules before you pay for it or submit it.

No explicit ban was found for this document, but every authority wants a true likeness. A photo taken against a plain wall is always the safer submission.
