Where the published rules run out

Mexico publishes no chin-to-crown measurement - the instruction is qualitative ("cabeza completa"). The head range here is a reasonable default, not a published rule.

This tool cannot make the photo you hand in for Mexico

Because Mexico does not accept digital, digitised or retouched photographs, a photo you produce and print at home is unlikely to be accepted. Use this tool to check a studio’s photo against the rules rather than to make the photo you hand in.

It is still useful: crop to the exact format and run the checks to see whether a studio's photo actually meets the rules before you pay for it or submit it.
