Passport office software validates photos automatically against European parameters and rejects non-compliant images without an operator being able to override it, so a photo that is close is not good enough.

Where the published rules run out

Italy states a width of 35-40 mm and a face filling 70-80% of the photo, but publishes no photo height and no face height in millimetres. The 35 x 45 mm used here is the consular convention. Italy's own material is also inconsistent about the background: the main Polizia di Stato page says white, the detailed Questura instruction says plain light-coloured.
